The existence of the Special Municipal Department for Children and Youth that integrates the actions of other departments that work with children and adolescents, coupled with the presence of public Medicine and Nursing colleges, were a few of the factors that led to the development of a project aimed Early Childhood Development in São Carlos.

Sao Carlos is a city with 221,950 inhabitants, 213 km from the capital. São Carlos is the only city out of those supported by the Maria Cecília Souto Vidigal Foundation (FMCSV) that has a specific Department for childhood and adolescence matters. In others, the attention to this population group is divided into several areas of the local government, particularly the Departments of Education, Health and Social Development.

In order to develop the Social Project in São Carlos, FMCSV has partnered with City Government and the Social Projects of the Francisco Thiesen Spiritualist Association. In the city, the Social Project earned the name "Early Childhood - Responsibility of All" (Primeira Infância – Responsabilidade de Todos) and was kicked off in February 2010. The continuity of the partnership is in the negotiation stage and is expected to extend to December 2012 (Phase 2).
